This statement stems from the application of the highest traditions of Marxism-Leninism in the era of encirclement of the working class by the bourgeoisie and in the era of the continuing retreat of the revolution. This is a period of consolidation of the theoretical line and also of the sharpening of the tools as we prepare for the era of coming revolutions. In this period, the bourgeoisie is also acutely aware of its reactionary role and deploys as many theoretical and practical tools as possible to
consolidate its role, and also to continue its stranglehold on spheres of life in the country. Of the many tools the bourgeoisie uses, the communal issue is one which has proved to be its trump card.

Furthermore, there are those in the revolutionary camp who have succumbed to the line of the bourgeoisie, which is that somehow the Indian state, born in the bitter harvest of the partition of India
and the legatee of the British colonial state is the harbinger of ‘secularism’ in the country where the people are somehow ‘communal’ while the reality is more or less the opposite. In this era, it
has been portrayed world over, and also in India that somehow it is religious fundamentalism that is tearing society apart, and not the anti-social offensive of the bourgeoisie. This serves to obfuscate matters and continues to strengthen the hands of the state and of the bourgeoisie. The statement proves conclusively that it is the Indian state that is communal with the two principal parties of the bourgeoisie, namely the Congress and the BJP that play this card over and over again, and will continue to do so, in their dogfight for the control of the Government, especially in the upcoming 2014 general elections. No amount of breast beating about the nature of the Indian people or about religious fundamentalism or intolerance will alter this reality. In fact, the statement clearly points out that the “…root case of the problem is that Congress Party and BJP act as if they are a law unto themselves.

The root is embedded in the very nature of the Indian state and its institutions, its Constitution and its political process, all of which are a legacy of colonialism. They are communal to the core. The system by its very nature creates and nurtures communal and criminal parties.” The statement goes on to provide an objective assessment of the ground reality, with a background also on the contest between the Congress and the BJP for pushing ahead with reforms, and also with their plans to invite big business from overseas, including interests of the US military-industrial complex and other reactionary organizations such as the Bilderberg group. Given this scenario, one is going to seen a further fascization of the Indian polity, defined as “…the naked and brutal rule of the most reactionary and aggressive section of the bourgeoisie” and indeed that “…struggle against communal fascist terror and
the struggle against privatization and liberalization are both part of one struggle to end bourgeois rule and replace it witworker-peasant rule.” One should not be led astray by claiming that the present era is defined as one defined as the struggle between communalism and fascism. In this regard, I would like once again to thank the CC for its profound theoretical contribution in form of the statement issued on 16-11-2013.
